Computer
Resource Management Review (CRMR)
In an effort to enhance efficiency,
improve productivity and enhance profits, business analysis services performed
by an independent and professional business consultant can be a key activity in
identifying a company's problems and the steps necessary to implement a set of
solutions. Many companies and senior management of organizations,
recognize that a trained and experienced 'outsider' often will find new
issues and answers that may be obfuscated by the traditional organization and
daily business activities. The added focus on these business issues based
on many similar experiences in other (often non-related) businesses provides
insightful experience in how other organizations have solved similar business
problems.
Our
CRMR business analysis service is geared toward clients with a need to
determine the value of an IT Organization, business process or project. We review
the operational effectiveness of the Computer and Information Management Resources at the organization.
The major components of the Information Technology (IT) organization and how
they relate to the overall organization and management structure of the company
are analyzed. With a view towards Sarbanes-Oxley (SOX)
impact as well as cost
effective return on investment (ROI), the total picture of how the IT
organization contributes to the profitability and cost effective use of business
resources. Effectiveness of IT staff and policies and procedures as well as IT
Internal Controls and methodologies in use are evaluated.
We

Application System Development vs. Package Evaluation and Selection
- Analysis and review of business
requirements;
- Analysis and review of Return on
Investment (ROI) analysis, decisions and projections;
- Review and/or development of application
system requirements;
- Analysis of user departmental needs;
- Evaluation of suitable commercial off the
shelf (COTS) applications systems that meet the business requirements;
- Development of Request for Proposal for
software development of the application system in the case that COTS
solution is not feasible or cost effective;
- Analysis of COTS vs. development of
proposed business application system;
- Project planning for the deployment of
the selected business solution;
- Evaluation and analysis of the RIO on the
resulting business system.
- Workflow Assessments – Utilizing
the MSC ETFM process, an analysis of the workflow
of a particular business process is completed and detailed reports are
prepared that include:
- A graph of the
workflow process detailing each step and decision point;
- A description of
each participant role and the functions performed at each step;
- Commentary
suggesting improvements and/or enhancements to the process and
opportunities where technology may bring greater efficiencies.
- M&A Assessments
– In the case of a merger or acquisition, the value of the IT department of a
potential candidate is often difficult to value. We visit the candidate’s
site and perform an exhaustive analysis of their IT management and
infrastructure. We provide detailed reports that include:
- CVs of the principal
IT managers and their respective job functions;
- A chart detailing
the organization of the IT department complete with staffing and job
descriptions;
- A description of
each IT project underway, its status, staffing, budget and current status;
- A manifest of the
firm’s principal IT assets including servers, desktop infrastructure,
networking hardware and software;
- Commentary providing
objective analyses of all of the above.
- Vendor
Assessments - Often a firm is
considering an external vendor to provide an outsourced IT service but wants
to ensure that the vendor has sufficient staffing, expertise and longevity to
complete the project. We perform an analysis of the vendor and provide a
detailed report that includes:
- An outline of the
proposed process detailing each participant role;
- CVs of the principal
participants relating each participant to their role in the process;
- An analysis of the
remaining resource pool including number of idle (unassigned) resources and
options for backup/contingency;
- An analysis of the
other projects in process and possible contention for resources.
